The Virginia Lottery has reported that the state’s three active casinos generated a combined $78.8 million in adjusted gross revenue (AGR) during April 2025. The report covers gaming activity at Hard Rock Hotel & Casino Bristol, Rivers Casino Portsmouth, and Caesars Virginia.
Under Virginia law, casinos are taxed on AGR, which is calculated as the total amount wagered by players minus winnings paid out. In April, the resulting tax revenue amounted to $14.2 million, which was allocated to various state and local funds in accordance with statutory requirements.
Revenue from casino taxes is directed into the state’s Gaming Proceeds Fund and distributed among several designated recipients. These include the Problem Gambling Treatment and Support Fund and the Family and Children’s Trust Fund. Additionally, a portion of the tax revenue is allocated to the localities where the casinos are located.
For the city of Bristol, which hosts the Hard Rock casino, the law stipulates that the share typically designated for the host locality be directed instead to the Regional Improvement Commission. This commission is tasked with overseeing economic development initiatives and infrastructure improvements in the region.
April 2025 revenue was up 31% from last year’s $60.1 million. Slots made up $59.5 million and table games generated $19.1 million, a year-over-year increase of 35.6% and 18.3%, respectively.
Caesars Virginia generated the highest AGR of the month at $32.4 million, a year-over-year increase of 64.2%. Hard Rock Bristol’s AGR increased 50.9% from $13.9 million to $21 million, while Rivers Casino Portsmouth’s AGR dropped 4.3% from $26.4 million to $25.2 million.
