International Game Technology (IGT) said on Monday that an Italian government-appointed commission has proposed awarding the Italy Lotto license to LottoItalia, a consortium led by IGT, securing operational control of one of the world’s most valuable lottery concessions through November 2034.
The consortium, which includes Allwyn, Arianna 2001, and Novomatic Italia, is expected to be officially awarded the license by Italy’s Agenzia delle Dogane e dei Monopoli (ADM) within the next 35 days, following the commission’s analysis of technical and economic bids.
LottoItalia’s bid includes an upfront license fee of €2.23 billion ($2.51 billion), to be paid in three installments: €500 million ($563 million) and €300 million ($337 million) in 2025, with the remaining balance due in 2026. The agreement also sets a concession rate of 6% on total wagers and an 8% gross fee for wagers made via digital channels.
IGT will maintain operational control of the Lotto business. Allwyn, a key consortium partner, will contribute a proportional share of the license fees and capital expenditures.

CEO Vince Sadusky said the €2.23 billion investment reflects the strategic value of the license. “IGT is confident that the investment will enhance our revenue and profit potential,” he said, adding that new product launches will drive Lotto wager growth and support the company’s broader expansion in Italy’s iLottery, iCasino, and sports betting markets.
The nine-year license positions IGT to reinforce its long-standing presence in the Italian gaming market and accelerate its push into digital gaming segments.
