YouTube revises content policy to curb underage access to gambling and violent games

YouTube will begin enforcing new measures on November 17, 2025, to reduce minors’ exposure to gambling and violent video game content.

The updated framework will extend to gambling-related activities involving NFTs and other virtual assets. Videos that show social casino-style games or realistic depictions of violence will be subject to age restrictions or possible removal.

Implementation and scope of policy

Under the revised guidelines, creators producing content tied to casino simulations, in-game gambling features, or NFT-based betting will need to review their material for compliance. YouTube said that the new standards apply to videos that include virtual gambling behavior even without external links to real-money gaming platforms.

Previously, the platform’s policies restricted only links to unauthorized gambling websites. Beginning in November, the restrictions will also cover gambling using in-game items with real-world value, such as Counter-Strike: Global Offensive skins, digital cosmetics, or NFT tokens.

YouTube stated that it will enforce these standards globally and that creators have a grace period before the effective date to make necessary adjustments.

Age restrictions and monetization effects

Videos showing virtual slot machines, poker, roulette, or similar casino-style games will be automatically limited to audiences aged 18 and above. While these games do not involve real currency, YouTube considers them simulations of gambling behavior.

According to the platform, creators may continue to upload such content, but it could face lower visibility or monetization restrictions. Age restrictions or video removals may also apply to content identified as promoting gambling-like activities through virtual goods or assets.

Violent game content policy

The updated rules will also apply to violent video game content, particularly when realistic violence against human-like characters is depicted. YouTube said it will assess scenes based on their authenticity, duration, and prominence.

Videos that portray torture, executions, or injury to non-combatants may be age-restricted or removed. Gameplay from titles such as Call of Duty, Resident Evil, or The Last of Us could require editing or blurring of violent sequences to meet the new guidelines. YouTube’s editing tools are available for creators to make these adjustments without deleting entire videos.

Existing content and appeals

Older videos that do not comply with the new policies may be restricted or removed, but YouTube confirmed that no strikes will be issued for them. Creators can appeal decisions through YouTube Studio. Providing timestamps and explanations—such as educational or documentary context—can support an appeal.

YouTube advised creators to review existing content before November 17, apply manual age restrictions where necessary, remove links to gambling or NFT platforms, and check for policy updates on the Creator Blog.

The company said the changes are part of its ongoing effort to align with digital safety standards and to limit exposure to mature or financially related gambling activities. The update addresses concerns about minors’ access to content involving virtual economies and simulated violence.

YouTube indicated that future revisions may continue as technologies, including blockchain, artificial intelligence, and virtual reality, evolve. The platform encouraged content creators to stay informed and maintain compliance with the latest standards.
