SJM Resorts schedules satellite casino closures in Macau

SJM Resorts is preparing for the end of Macau’s satellite casino model in 2026, confirming closure plans for Casino Fortuna in December 2025 after the shutdown of Casino Kam Pek Paradise, while redeploying gaming assets and maintaining labor protections under regulatory supervision.

From 2026, Macau will no longer permit the satellite system that allowed third-party investors to share gaming revenue with license holders, a change described as pushing operators toward fully owned properties or service-based management models.

Casino Fortuna to close in December 2025

SJM confirmed Casino Fortuna will cease operations at 11:59 PM on December 9, 2025. The announcement reiterated an earlier staff memo indicating the downtown venue would no longer operate by December 10.

The Gaming Inspection and Coordination Bureau (DICJ) said it would continue to maintain close communication with the city’s Labour Affairs Bureau regarding the transition for the property’s 553 employees. The bureau said this is “in order to ensure compliance with the commitments made by SJM, with regard to the relocation of all the respective workers, as well as guarantees regarding their remuneration, benefits and working conditions, providing them with opportunities for job changes, with a view to continuing their employment”.

According to SJM, all local staff directly employed by the company at Casino Fortuna will move to other SJM-operated casinos for gaming roles based on operational needs. Local workers not directly employed by SJM will be given priority when applying for available jobs and receive support to move into new positions.

Customer settlement arrangements

SJM also announced procedures for customers holding chips, deposits, or cash rebates. Starting December 10, 2025, patrons can visit any of the group’s self-promoted casinos for settlement. SJM stated: “The company will ensure that all customer entitlements are duly honoured.”

Gaming tables and machines currently at Casino Fortuna will be redistributed to other SJM properties as part of the operational adjustments within the company.

Kam Pek Paradise already shut down

The transition follows the recent closure of Casino Kam Pek Paradise, which stopped operations on Monday at 11:59 p.m. The venue operated under SJM’s license and was managed by Hong Kong-listed Paradise Entertainment Co. Ltd.

DICJ confirmed the shutdown “took place in accordance with established procedures” and involved cooperation among other government departments to maintain orderly conduct. SJM said it will relocate the 584 direct employees from Kam Pek Paradise to other properties under the company.

Both closures are part of a citywide transition away from the satellite system under Macau’s revised gaming framework. SJM’s approach to asset redistribution and employee transfers remains in place as the city phases out its legacy satellite model and prepares the gaming sector for 2026.
