Jim Murren steps in as interim CEO of UAE gambling regulator following Kevin Mullally’s exit

The United Arab Emirates’ General Commercial Gaming Regulatory Authority (GCGRA) has announced a leadership transition with chair Jim Murren taking over as interim CEO following the departure of Kevin Mullally.

The authority said its licensing programs, regulatory operations, and stakeholder engagements will continue without interruption under the existing executive team.

Mullally joined the GCGRA during its establishment phase in the third quarter of 2023 and served as its first chief executive. During his tenure, he led the development of the authority’s core governance and regulatory frameworks. He also oversaw the launch of the UAE Lottery, the country’s first licensed gambling business.

In a statement, Mullally said his decision to step down came after “much reflection.”
“Serving in this position has been one of the greatest professional honors of my career, and I am profoundly grateful for the exceptional team with whom I have had the privilege to work,” he said.

Together, we built an efficient, modern regulatory framework that upholds the highest standards of integrity and consumer protection while encouraging and enabling innovative gaming technology,” he added.

The GCGRA said Mullally’s work supported the UAE’s efforts to align its emerging commercial gaming sector with international regulatory standards.

“Kevin has played a significant role in the Authority’s early development, helping to establish its core governance and regulatory structure,” Murren said in a statement. “We thank him for his contribution and wish him continued success in his future endeavours.”

Murren added that the GCGRA “remains focused on the next stage of its growth, ensuring regulatory excellence, responsible gaming, and continued confidence in the UAE’s approach.”

Headquartered in Abu Dhabi, GCGRA was established by federal decree with exclusive jurisdiction to regulate, license, and supervise commercial gaming activities and facilities in the UAE. Its mandate includes ensuring regulatory integrity, responsible gaming practices, and sustainable sector growth as the country continues to develop its commercial gaming framework.
