Ukraine to introduce electronic database of banned gamblers by December 2025

Ukraine plans to launch a unified electronic register of individuals banned from gambling by December 2025, according to the Ministry of Digital Transformation, as part of efforts to protect citizens from gambling addiction and curb the negative effects of gambling entertainment.

The system, to be developed through the government’s PlayCity platform, will allow Ukrainians to voluntarily restrict their participation in gambling or enable family members to request bans for close relatives, as reported by UNN.

Access to the register will be available through an online account authenticated via the Diia portal, Ukraine’s state digital services platform. Applications can be submitted online within minutes, the ministry said.

Gambling operators will be able to verify player status through the register, with all data cross-checked against the national demographic database to ensure accuracy. The system will prioritize cybersecurity and the protection of personal information, according to the ministry.

The PlayCity platform is currently seeking an IT company to develop the system, which is expected to go live in December.
