Gaming in Germany Conference unveils preliminary agenda for Berlin meeting

The Gaming in Germany Conference has announced its initial agenda for the 2025 edition of the annual event, which will take place on November 11 at the DoubleTree Hilton Ku'damm in Berlin.

The conference will open with a keynote from a senior representative of the Joint Gambling Authority of the Länder (GGL), followed by a regulatory update from Dr. Joerg Hofmann, Senior Partner at Melchers Law Firm. Other early sessions will cover the state of Germany’s sports betting and virtual slots markets, with presentations from Mathias Dahms, president of Deutscher Sportwettenverband (DSWV), and Dr. Dirk Quermann, president of Deutscher Online Casinoverband (DOCV).

A second block of sessions will examine the threat of the black market. Josh Hodgson, chief operating officer of H2 Gambling Capital, will present new data on Germany’s iGaming market, while Tipico’s director of iGaming, Christian Heins, will address operators’ responses to unlicensed competition. Dr. Andreas Ditsche, chief executive of iGaming.com, will discuss illegal affiliate marketing and the role of major technology firms.

The agenda also includes sessions evaluating the 2021 State Gambling Treaty. Speakers such as Alex Green, vice president of games at ZEAL Network, and Maarten Haijer, secretary general of the European Gaming and Betting Association (EGBA), will share perspectives on proportional regulation and industry priorities. Former Danish regulator Birgitte Sand is also due to take part in a panel on a potential “common wishlist” for reform.

Former ZEAL executive and Netherlands Online Gambling Association (NOGA) managing director Peter-Paul de Goeij will chair the event.

In addition to regulatory and policy debates, the programme will feature business-focused breakout sessions covering topics such as know-your-customer (KYC) procedures, anti-money laundering (AML), data protection, and payment solutions. Organisers said they are seeking additional speakers with expertise in media, marketing, affiliation, compliance, and operations.

Ahead of the conference, organisers will hold a webinar on October 7 to provide an update on regulatory and market developments and preview the evaluation of the State Gambling Treaty. Dr. Hofmann and Hodgson are among the confirmed speakers.
