IAGR finalises program for Toronto 2025 gambling regulators’ conference

The International Association of Gaming Regulators (IAGR) has finalised the program for its annual conference in Toronto, where more than 60 speakers and around 300 delegates are expected to gather from October 20 to 23.

With the theme “Resilient regulation: Exploring what works, why and what’s next”, the four-day event will focus on how regulators can adapt, lead, and collaborate in response to shifting challenges across the global gambling industry.

The conference, hosted by the Alcohol and Gaming Commission of Ontario, will be the association’s largest standalone event to date. Delegates will be welcomed by Ontario Attorney General Doug Downey.

Confirmed speakers include:
• Andrew Rhodes – Chief Executive, Gambling Commission, Great Britain
Teo Chun Ching – Chief Executive, Gambling Regulatory Authority, Singapore
• Dr Karin Schnarr – CEO and Registrar, Alcohol and Gaming Commission of Ontario, Canada
• Dr Eugeina Chidhakwa – Chair, Lotteries and Gaming Board, Zimbabwe
• Justin G. Stempeck – Interim General Counsel, Massachusetts Gaming Commission, USA
• Dr Mary Donohue – CEO and Founder, The Digital Wellness Center, Canada
• Anders Dorph – Director, Danish Gambling Authority, Denmark
• Francesco Rodano – Chief Sustainable Gambling Officer, Playtech, UK
• David Saakane – Acting Chief Operating Officer, Gambling Authority, Botswana
• Michel Groothuizen – Chairman, Netherlands Gambling Authority, Netherlands

Sessions will cover topics such as regulatory innovation, cross-border collaboration, RegTech, player protection, and emerging risks.

“As regulators, we’re operating in an environment of constant change from market disruption to technological advancement and evolving public expectations,” IAGR President Ben Haden said. “IAGR2025 is a chance to explore what’s working, why it matters, and how we can build more resilient and effective regulatory systems across jurisdictions.”
