Missouri is positioning itself to join the growing number of states with legalized sports betting, with preparations underway for a Dec. 1 market launch.
The Missouri Gaming Commission (MGC) is finalizing regulations, licensing procedures, and public consultations, setting the stage for operators to tap into the state's wagering market ahead of the college football postseason and NFL playoffs.
The MGC opened a public comment period on July 3, providing an online platform for consumers to submit feedback on the sports betting regulations approved in June. The comment window will remain open until July 16.
On July 17, the MGC will hold a public hearing at 10 a.m. at its offices in Jefferson City. The session will allow consumers to provide input on licensing procedures and related matters.
Operators seeking entry into Missouri's market can apply for either partnered or untethered licenses. A partnered license requires sportsbooks to align with a Missouri-based sports team or casino, while an untethered license allows operators to function independently of local entities.
According to Bet Missouri, “the MGC’s model includes two direct mobile standalone licenses with three operators applying (BetMGM, DraftKings, Underdog). The application period opened on May 15. The application deadline is on Tuesday, July 15.”
Applicants for these standalone mobile licenses are scheduled to appear before the MGC on Aug. 13. The commission plans to award the two available licenses on Aug. 15.
Other retail and mobile license applicants must submit completed applications by Sept. 12 to be eligible to start operations on Dec. 1.
If the process proceeds according to the established schedule, Missouri residents will be able to place sports wagers starting Dec. 1. The timeline aligns with the closing stretch of the college football season and the lead-up to the NFL playoffs.
