Missouri opens sports betting license applications following voter approval

The Missouri Gaming Commission (MGC) on Thursday began accepting applications for sports betting licenses, marking a significant step in implementing Amendment 2, the ballot measure that narrowly legalized sports wagering in the state last year.

Applications will open Thursday, May 15, for sports wagering licenses, the commission said. Licensing rules will take effect on August 30, giving the MGC more than three months to review submissions before issuing temporary permits.

The state will offer 19 retail and 21 online licenses, with operators required to submit their applications by September 12 in order to begin offering bets by the official launch date of December 1. Applications for direct mobile licenses, reserved for "qualified applicants that are sports wagering operators" not affiliated with gambling boats or large stadiums, are due July 15. Two applicants will be selected following commission appearances on August 13 and August 15.

The commission explained that retail licenses are intended for those who want to provide in-person sports betting, while mobile licenses are for those planning to offer online sports betting to Missouri residents.

Missouri became the 39th U.S. state to legalize sports betting after voters approved the measure by a razor-thin margin — 50.05% in favor, 49.95% against — in November 2024.

A 10% tax will be levied on sports betting revenue, with proceeds directed to education, compulsive gambling prevention, and regulatory oversight.

“Our licensing rules are scheduled to become effective on 30 August, so this interim period from 15 May to 30 August will help ensure that the commission has time to properly review applications before decisions are made and temporary licences are issued,” the MGC said in a statement.

The licensing framework allows six major league sports teams in Missouri to apply for one retail and one online license each. Bet365, which has partnered with the St. Louis Cardinals, and ESPN Bet are among the early companies reported to be pursuing market entry.
