Pennsylvania: 34% of casino executive, management positions held by women

On June 30, Pennsylvania residents consisted of 92% of the casinos’ workforce, 43% of whom were women and 36% racial minorities. COVID-19 restrictions resulted in the furlough of approximately 5,591 casino employees and layoffs of approximately 900 casino workers, or 40% of the total pre-COVID-19 workforce.

The Pennsylvania Gaming Control Board (PGCB) released Friday its 13th Annual Diversity Report 2019-2020, providing a description of each casino’s activities related to the implementation of their diversity plans and the action taken by the entities to achieve the state’s goal of enhanced representation of diverse groups in the gaming industry. 

On June 30, the licensed casinos employed a total of 9,883 individuals, according to the report. Pennsylvania residents consisted of 92% of the casinos’ workforce. Approximately 43% of the employees were female while 36% were racial minorities. Executive, management and/or professional staff at the casinos were comprised of 1,614 individuals. Of this total, 36% were female and 21% were racial minorities.

COVID-19 restrictions resulted in the furlough of approximately 5,591 casino employees and layoffs of approximately 900 casino workers, or 40% of the total pre-COVID-19 workforce. Employees participating in the casinos’ benefit plans remained covered during the COVID-19 closures. After June 30, hundreds of additional casino employees returned to work as COVID-19 restrictions eased and approved operational protocols were established. Presently, all 12 casinos have reopened and are currently operating at reduced capacity with limited access to many amenities while most nonoperating casino construction has resumed.

In addition to requirements in both the Gaming Act and the Board’s regulatory policies and procedures, the PGCB requires each licensee to execute a “Statement of Conditions” in which the licensee agrees to submit an updated version of its diversity and hiring plans on an annual basis.

The new Diversity Report further includes:

  • Employment breakdowns for the industry statewide and by casino;
  • Demographic data for the host and surrounding counties of each casino to provide perspective to employment figures;
  • Casino purchasing with private sector businesses;
  • An update on the construction of four new casino facilities and the economic impact of each to date; and,
  • Information on the impact of the Covid-19 coronavirus on Pennsylvania’s gaming industry.
