Conajzar consolidated Daruma Sam as the only sports betting operator in Paraguay

The new President of the National Commission on Gambling (Conajzar) of Paraguay, Óscar Ramón Portillo Martínez, has signed a decree consolidating Daruma Sam as the operator of the sports betting monopoly on a national level via the Apostala website, only days after Javier Balbuena's resignation as head of the commission.

As read in Yogonet last Tuesday and relying on the confirmation by the local news agency RDN Noticias-, gambling operator YEM S.A.'s legal advisor Julio Godoy had anticipated the signing of the deal. The operator Godoy represents has pressed charges against the bidding process and, from this moment on, also against the decree granting the license to Apostala, operated by Daruma Sam. 

In a piece published by the Treasury Department last Tuesday, the regulating agency ratified its decision after the unanimous voting results among members of Conajzar. Through the decree, Daruma Sam has become the only State-approved sportsbook in the country. According to surveys carried out by the State, online sports betting will inject over USD 98 millones into the country.

Furthermore, the decree illustrates that the bidding followed the standards established by the Solicitation Document, with its due approval and legal and technical support by the General Attorney of the Republic and the Treasury Bar Association.

According to the document, Daruma Sam abides by the guidelines established for the tender bidding N° 04/2017, as regards legal capacity, financial capacity, experience in the operation of sports betting services and committment to sustain the offer in time; and also proposes a 21 per cent license fee (income over win).

Once a decision is made, it will reach the executive tier to undergo approval, as regulated by Law 1016/97, Art. 8.
Last week, Senator Juan Carlos Galaverna had expressed that the Civil Cabinet Secretary, Juan Carlos López Moreira, was the main influence behind Balbuena's forced resignation. The move took place on Wednesday 7th, and by the afternoon, Portillo's appointment had already been announced.
