Most of the assistants to the summit remarked the lack of interest from LAE to perform the task of writing a bill on online gaming in Spain. That’s why the Sectorial Commission decided to create two teams, with few members in each, to make them operational. They are comprised by representatives of the CCAA and headed by the Minister of the Interior.
The first group, called Consumer Protection, would treta, among other issues: Data Protection, transparency, Ways of Payment and Charge, Advertising, Registration of Banned people and Responsible Gaming. The second group, called Gaming Management and Filing, would treat issues related to gaming models, registration of companies and control of security systems.
They are committed to set a schedule for the development of meetings, they will set an e-mail to communicate among the members of the groups and they will start working at the beginning of September. Each Autonomous Community could be indicated in each of the two groups or in both groups at the same time.
Another issue to treat was the Transposition of services of the internal market, which affects the 47 Spanish laws and will be in force in December 2009.
With regards to the Public Order Report, it is competence of the Ministry of the Interior. According to the Royal Decrees of Transference of competences in gaming issues to CCAA, the casino opening would require the simple communication of the opening, wíth the aim to ellaborate a map of gaming venues for the future performance of Security Forces.
