Brazil's Finance Ministry announces new Secretary of Prizes and Bets amid leadership changes

Brazil’s Finance Ministry has confirmed a series of leadership changes affecting its top administrative, treasury, and regulatory positions, with the appointments set to be published in the Official Gazette of the Union. As part of the reshuffle, a new Secretary of Prizes and Bets (SPA) has been announced.

Rogério Ceron will take over as executive secretary of the ministry, moving from his role as Secretary of the National Treasury. Daniel Leal, who previously served as Undersecretary of Public Debt, has been named to replace Ceron at the Treasury.

I am pleased to share news about the Ministry of Finance team. Rogério Ceron will be the new executive secretary. I trust in his ability to deliver, and I emphasize that his work at the head of the Treasury was fundamental in advancing our agenda in recent years,” Finance Minister Dario Durigan said in a post announcing the changes.

The reshuffle also formalizes Daniele Correia Cardoso as Secretary of Prizes and Bets, placing her in charge of a unit that has grown in significance following the regulation of Brazil’s sports betting market. Cardoso had been serving as Deputy Secretary since August 20, 2025, after stepping into the role following the transfer of Regis Dudena to the Secretariat for Economic Reforms.

Her earlier roles include serving as General Coordinator of Responsible Gaming Monitoring within the same secretariat, where she replaced Carolina Yumi de Souza, who later became Executive Secretary of the Council for the Control of Financial Activities.

Cardoso has also worked at the Brazilian Institute of the Environment in human resources management and at the National Consumer Protection Information System. She holds a law degree from the State University of Feira de Santana-BA and a postgraduate qualification in State Law from the JusPodivm Institute of Legal Education and Public Examinations.

Separately, Úrsula Peres, a professor at the University of São Paulo and a specialist in public policy, has been appointed deputy executive secretary of the Treasury, reinforcing what the ministry described as a stronger technical orientation in its leadership.

Mathias Alencastro will remain in place as Secretary of International Affairs, taking over from Tatiana Rosito, who is leaving the ministry to assume a director position at the World Bank. His appointment had already been formalized earlier in the Official Gazette.

Cardoso’s appointment comes as the Prizes and Betting Secretariat continues to expand its role after she led the area on an interim basis.
