Gibraltar begins search for new gambling commissioner as Andrew Lyman prepares to step down

The government of Gibraltar has launched a recruitment process for a new Gambling Commissioner and Executive Director after confirming that incumbent regulator Andrew Lyman will leave the post.

In a job posting, the government said the role involves “strategic leadership and overall responsibility” for the Gambling Division.

Applicants must have at least five years of senior executive, regulatory, or strategic experience within the gambling sector. A strong understanding of operational, commercial, and regulatory frameworks governing gambling is also required.

Candidates are additionally expected to bring substantial expertise in gaming taxation and fiscal policy, alongside experience engaging with UK government stakeholders. The role also calls for familiarity with international gambling markets and regulatory systems beyond the UK.

The position is being offered on a fixed two-year term, with the possibility of renewal. The government described the package as “competitive” and confirmed that applicants must be resident in Gibraltar upon appointment.

Applications will close on 26 June, with interviews expected to begin in mid-July. No timeline has been given for the final appointment.

The recruitment drive effectively signals the end of Lyman’s tenure, which began in January 2018.

Before his appointment, Lyman worked for over eight years at William Hill, including as director of group regulatory affairs. He also previously held senior enforcement and monitoring roles at the UK Gambling Commission.

During his leadership, Lyman oversaw the introduction of Gibraltar’s updated gambling legislation and broader regulatory reforms, including a transition period that began in April. The reforms replaced the territory’s previous 2005 framework.
