PAGCOR tightens rules as e-games sector adjusts to stricter safeguards

The Philippines’ E-Games and E-Bingo operators are facing tighter regulations as part of Philippine Amusement and Gaming Corporation (PAGCOR)’s push for safer and more transparent gaming, Chairman and CEO Alejandro Tengco said on Wednesday.

Speaking to members of the Association of Independent Licensed Gaming and Amusement Operators, Inc. (AILGAO) in Muntinlupa City, Tengco said the sector is undergoing a difficult but necessary transition, as per SiGMA report. He highlighted the mandatory de-linking of e-wallets from online gaming platforms, a reform meant to protect minors and vulnerable players while reinforcing the credibility of licensed operators.

Tengco acknowledged that industry gross gaming revenue (GGR) dipped in the third quarter of 2025 and saw temporary declines in August and September due to the new rule. However, he stressed that the E-Games and E-Bingo segments still posted a 17.4% year-on-year increase for the quarter.

“We know that many of you were affected by this sudden development,” he said. “However, we must not look at these reforms as obstacles but as safeguards designed to protect your players, your businesses, and the entire ecosystem you operate in.”  

Tengco also warned of the continued proliferation of illegal gaming platforms, which he said operate without paying taxes or following player protection protocols. These websites, he added, expose consumers to financial fraud and data theft while undermining the reputation of the legal gaming sector.

During the event, Tengco commended AILGAO members for complying with stricter regulations. AILGAO later presented him with a “Gaming Exemplary Leadership Award.”

President Rafael Tabora said the group supports the reforms, noting they help ensure safer and more legitimate gaming operations. “We welcome these reforms because they strengthen the legitimacy of our operations and create a safer environment for our players.”

SiGMA South Asia runs from 30 November to 2 December 2025 in Colombo, bringing together 5,000 delegates, over 100 speakers, and 1,000 operators for a major regional gaming event.
