ICE Barcelona has strengthened its long-standing partnership with CIBELAE, strengthening a collaboration aimed at promoting responsible gaming and advancing sustainability programs across Latin America. The renewed agreement continues a relationship that has developed over more than a decade between ICE and the Ibero-American regional association of the World Lottery Association.
CIBELAE represents government-regulated lotteries throughout Latin America, Spain, and Portugal. Its annual congress, held this year as the XIX Congreso CIBELAE, brought together regulators and lottery authorities from both regions.
Clarion Gaming’s Liliana Costa and Alessandra Narcisi attended the gathering on behalf of ICE Barcelona and hosted an activation offering an all-expenses-paid VIP trip to the January edition of the event. The prize was awarded to Alan Marin Roldan, General Director of JPS – Junta de Protección Social of Costa Rica, during the official congress dinner.
CIBELAE Executive Director Rodrigo Cigliutti described the congress as an important moment for regional collaboration. “At CIBELAE, we are proud to have hosted what represents a true milestone event for the lottery sector, bringing together a large number of regulators and lottery authorities from across Latin America but also Europe,” he said.
“The participation of ICE Barcelona and Clarion Gaming, global leaders in our industry, greatly strengthened the event. In partnership with ICE Barcelona, we were also delighted to offer the opportunity for one attendee to enjoy an exclusive trip and experience in Barcelona in January, a gesture that reflects the spirit of collaboration that we strive to foster."

She also confirmed participation from several countries. “I am delighted to confirm that ICE Barcelona will also welcome key representatives from Argentina, Brazil, and Colombia, who will take part in tailored content streams within Academia América Latina—the highly anticipated education and networking platform that we are launching and which will promote regional training, best practices, and cross-market collaboration.”
