Vigilante group allegedly joins illegal casino raid amid Russia’s gambling crackdown

A recent casino raid in Novosibirsk illustrates ongoing efforts to clamp down on illegal gambling in Russia—but it’s the involvement of a far-right vigilante group, the Russian Community (RO), that is prompting wider questions about oversight and enforcement practices in the industry.

Local media outlet BFM Novosibirsk reported that the raid was conducted by the Economic Security and Anti-Corruption Department of the Ministry of Internal Affairs, together with the Investigative Committee and the Russian National Guard. The report also noted that representatives from the RO, a nationalist group, took part in the operation.

Official law enforcement agencies have not publicly confirmed the group’s participation. However, the RO posted a video on its Telegram channel showing members wearing tactical gear and uniforms with RO insignia entering a building, detaining individuals, and exposing computers running slot machine applications.

According to the RO, casino employees and patrons attempted to escape when police arrived but were detained on site. The group described the video as proof of its members’ effectiveness and extended thanks to local law enforcement for their cooperation.

The RO has previously drawn attention for carrying out unauthorized raids, including recent criticism for subjecting legal Kyrgyz migrant workers to forced checks at a construction site. Despite legal challenges, the group claims coordination with federal and regional security agencies.

Igor Chernoskutov, head of the RO branch in Yekaterinburg, told media outlet 66.ru that the organization informs law enforcement about planned movements and routes. He said the RO maintains communication with the Federal Security Service, the Ministry of Internal Affairs, and the Investigative Committee.

The group’s visibility has increased since February 2022, coinciding with heightened nationalist activity following Russia’s military actions in Ukraine.

The raid took place as Russia is considering regulatory changes in its gambling sector. Proposed measures include allowing citizens to voluntarily join self-exclusion programs aimed at vulnerable players, and potentially removing mandatory on-site inspections at the country’s five legal casinos.

Illegal gambling continues to operate outside designated zones, and enforcement actions occasionally involve groups like the RO. The extent of cooperation or independence between such groups and official agencies remains unconfirmed.
