He added that he will invite representatives of the Ministeries of Economy and Justice, of the Federal Treasury, the Council of Control of Financial Activities (Coaf) and presidents of bingo associations. According to the president of the chamber, just after the debate and government  demonstrations, he will place the subject in the guidelines of the votation of the plenary.

The plenary session of the Chamber may be transformed in general commission to debate the relevant matter, a project of popular initiative or to listen to the ministry of state. The difference between the debates held during the votation of the subjects and the general commission os that, in those occasions, on top of the reresentatives, they are invited to expose representatives of the society related to the issue to be debated.

A substitute that gathers eight projects on gambling venues (270/03, 1986/03, 2999/04, 3492/04, 2429/07, 2944/04, 3489/08 and 2254/07) is ready to be voted by the Plenary but awaits the consensus of the leaders.

Bingo regulation is one of the priorities defined by the leaders, but the proposal divides opinions in the Chamber. Leaders of DEM, PSDB, PHS and PSOL are against, and representatives of other parties also critisize the character of priority that was given to the issue.

The writer of the projects, representative Regis de Oliveira (PSC-SP), said that he is prepared to defend in the plenary the approval of the proposal, as soon as it is included in the guideline. Oliveira thinks that the legalization of the game will increase the government collection and generate 250,000 new employments.
