The fourth edition of BiS SiGMA South America 2026 will take place from 06 to 09 April at the Transamerica Expo Center.
The event comes as the country continues to consolidate its newly regulated online betting market while lawmakers debate the future of land-based casinos. The conference is expected to serve as a key platform for discussions that could shape policy and market direction in Brazil and across Latin America.
Organisers said the four-day gathering will convene operators, regulators, policymakers, investors and technology leaders for a programme focused on regulation, taxation, advertising, market integrity and regional growth. More than 250 speakers are scheduled to participate in panels and keynote sessions across three stages, with multilingual translation available for international delegates.
The ITAIM Stage will host some of the event’s most high-profile policy discussions, uniting regulators, lawmakers, and industry leaders to examine Brazil’s rapidly transforming market.
On April 7 at 11:05 a.m., the panel titled “One Year of Regulation and the Fifth Largest Global Market in Online Betting Revenue” will feature speakers including Plinio Lemos Jorge, President of the ANJL; and Giovanni Rocco Neto, National Secretary of Sports Betting, who will assess the economic and cultural impact of Brazil’s newly regulated online betting market, now ranked among the top five globally.
Later that day, at 12:35 p.m., “Global Outlook, but the Solution Is Brazilian” will see H.E. Lucimara Batista Dos Reis, Consul and Chief Compliance Officer at the Honorary Consulate of Brazil in Malta, discuss how lessons from Colombia and the United Kingdom can inform Brazil’s approaches to taxation, responsible gaming, and combating illegal operators.

At 3:20 p.m., “Integrity on the Field: Preparing for a World Cup of Safe Betting” will explore how operators, sports organizations, and regulators are working together to safeguard football from match-fixing and ensure a secure betting environment, with contributions from Caio Porto Ferreira, federal police delegate, and Dario Leiman, Head of Business Development at SOFTSWISS Latam.
On April 8 at 11:05 a.m., attention will turn to one of the most politically significant debates in Brazil’s gaming history with the session “Land-Based Casinos in Brazil: From Proposal to Practice.” As Bill No. 2,234/2022 approaches a Senate vote, panelists including Leonardo Benites, Founding Director at ANCASSINOS; Irajá Silvestre, Senator at the Federal Senate of Brazil; and Alex Pariente, CEO of Pariente Advisory, will examine the opportunities and challenges of establishing land-based casinos across the country.
The Jardins Stage will focus on the elements shaping market operations, including taxation, consumer trends, advertising, and innovative betting models. On April 7 at 4:15 p.m., the panel “From Combating the Illegal Market to the Cost of Gaming” will examine the persistence of illegal betting in Brazil and the delicate balance policymakers must strike between taxation and regulation to prevent players from returning to unlicensed platforms.
On April 8 at 1:55 p.m., “Responsible Advertising in the Gaming and Betting Market in the Age of Algorithms” will feature Ricardo Magri, Co-Founder of EBAC, and Juliana Albuquerque, Executive VP of CONAR, who will discuss how digital platforms and marketing agencies can maintain responsible advertising standards while adapting to Brazil’s regulatory framework, including evolving policies from major technology platforms such as Meta and Google.
Earlier, on April 7 at 2:55 p.m., “The Profile of the Brazilian Bettor and Economic Freedom in Sector Perspectives” will provide a data-driven analysis of how Brazilian players interact with betting platforms, examining demographics, payment methods, and digital behavior to reveal the broader economic effects of the regulated market.
Finally, on April 8 at 3:55 p.m., the session “Forecasting or Gambling?” will explore the increasingly blurred line between prediction markets and traditional betting, with panelists Francisco Manssur, Partner & Attorney of CSMV Advogados, and UDO Seckelmann, Head of Gambling & Crypto at Bichara and Motta Lawyers, discussing the potential regulatory implications of these emerging models.
Meanwhile, the Paulista Stage will highlight corporate strategy, investment, and regional market dynamics. On April 7 at 12:45 p.m., “Mergers and Acquisitions as a Driver of Scale in Latin American iGaming” will feature Fernando Garita, Co-Founder & Managing Partner at KABATA Group; and Luiz Felipe Maia, Partner & Attorney of Maia Yoshiyasu Advogados, who will examine how consolidation, cross-border acquisitions, and technology integration are shaping the growth of Brazil as a central hub for iGaming expansion across Latin America.

Earlier the same day at 11:05 a.m., “Latin American Market: Fiscal and Tax Discrepancies” will compare regulatory and fiscal approaches between Brazil and Paraguay, exploring how differences in tax policy affect competitiveness, investment flows, and governments’ ability to encourage bettors to participate in the legal market.
The conference will feature prominent figures from government, finance, law enforcement, and the gaming industry. Key figures will include Irajá Silvestre, Senator at the Federal Senate of Brazil, who will lead legislative debates on gaming reform, highlighting the industry’s link to the political agenda.
Daniele Correa Cardoso, Secretary of Prizes and Betting at the SPA, will provide regulatory insight as a principal architect of Brazil’s betting framework, while Fabio Macorin, Undersecretary of Monitoring and Oversight at the SPA, will focus on enforcement, supervision, and market integrity.
Additionally, Isaac Sidney Menezes Ferreira, President of Febraban, will show how gaming intersects with the financial system, including payments and compliance. Ricardo Saad, President of COAF, will address governance and anti-money laundering oversight. Renato Silva Siqueira, CEO of Caixa Loterias, will share perspectives from Brazil’s lottery system, and Michelle Ramalho, Vice President of the Brazilian Football Confederation, will discuss betting partnerships and sports integrity.
Moreover, Vinicius Lummertz, Former Minister of Tourism and columnist for EXAME Magazine, will offer an economic perspective on land-based casinos. Paulo Saad, Vice President of Grupo Bandeirantes, will explore betting’s integration into media. Caio Porto Ferreira, Federal Police Chief and Prosecutor at the Sports Justice Court, will contribute on law enforcement and regulation.
