Ceuta showcases fiscal advantages and iGaming commitment at SBC Summit Lisbon 2025

The Autonomous City of Ceuta reaffirmed its growing role in the European iGaming and technology sector with its participation at SBC Summit Europe 2025, held in Lisbon from September 16 to 18. Since first attending in 2019, Ceuta has maintained a consistent presence at the event, leveraging the international platform to highlight its competitive advantages and strengthen ties with industry leaders.

A competitive fiscal framework

At the heart of Ceuta’s pitch to operators is its favorable fiscal regime, which allows companies based in the city to benefit from at least a 50% reduction in both national and local taxes. This competitive framework has been a decisive factor in attracting operators and service providers from across Spain and beyond.

But Ceuta’s offering is not limited to tax incentives. The territory’s strategic connectivity (including hourly ferry links to mainland Spain, an eight-minute helicopter connection to Algeciras, and just 30 minutes by air to Málaga International Airport) ensures smooth access for business and logistics.

Combined with the city’s quality of life and commitment to fostering a sustainable tech ecosystem, these features have strengthened Ceuta’s appeal as a long-term base for digital businesses.

Training for the future of iGaming

During SBC Summit Lisbon, Ceuta also announced the continuation of its specialized training programs for the fifth consecutive year. These initiatives are designed to prepare professionals for the industry’s most in-demand roles, aligning local talent development with the needs of gaming operators and their service partners.

Finance Minister Kissy Chandiramani, who led the delegation alongside Tax Services executives Enrique Reyes and Emilio Fernández, had underlined the importance of combining fiscal competitiveness with talent development ahead of the show.

“The reception we’ve received from the sector has been outstanding,” Chandiramani said. “With events like this, we continue to demonstrate that Ceuta is consolidating itself as a destination not just for gaming operators, but also for the companies that support them.”

Half the taxes, full legal certainty

For Enrique Reyes, Director General of Tax Services, the value proposition is straightforward yet powerful. “What we offer is simple: companies pay half the taxes,” Reyes told Yogonet during the second day of the show. “We are not a tax haven. We are Ceuta, we are Spain, we are part of the European Union. That gives companies the legal certainty they need, along with a very competitive fiscal framework.”

Reyes also stressed the success of Ceuta’s strategy to date, noting that over 70% of Spain’s licensed gaming sector is now based in the city. Building on this momentum, Ceuta is expanding its ambitions beyond gaming.

“After seven years of success attracting iGaming operators, we are broadening our horizons to embrace other technology-driven industries such as blockchain, cryptocurrencies, and digital shipping,” he explained.

Strengthening a digital hub in Europe

The city’s presence at SBC Summit Lisbon, with a dedicated stand and meeting facilities, enabled direct engagement with companies exploring expansion opportunities. It also reinforced Ceuta’s positioning as a secure, innovative, and business-friendly hub within Spain and the European Union.

As competition among jurisdictions intensifies, Ceuta’s consistent visibility at major international events like SBC Summit Europe seeks to keep the city at the forefront of the digital economy, anchored in strong fiscal incentives, strategic connectivity, and a forward-looking approach to industry growth.

"The reception has been outstanding," confirmed Reyes. "As an autonomous city, our goal is clear: to attract companies to establish themselves in Ceuta. Our territory is small, so we prioritize sectors that don’t require vast physical space. That’s why we’re betting on technology, and Ceuta offers everything the industry needs to grow."
