Eight major operators, representing about 90% of the legal US sports betting market, will undergo independent evaluation under a new certification program developed by the Responsible Online Gaming Association (ROGA) and the Responsible Gambling Council (RGC).
The program was announced on September 2 at ROGA’s headquarters in McLean, Virginia.
The operators include Bally’s, bet365, BetMGM, DraftKings, FanDuel, Fanatics Betting and Gaming, Hard Rock Digital, and PENN Entertainment, which operates ESPN Bet and theScore Bet. Several of these companies also hold licenses in Ontario’s regulated iGaming market.
The certification introduces a data-driven framework to assess operators in areas such as self-exclusion tools, player support systems, staff training, and marketing practices. The evaluation is designed to identify practices that go beyond state and provincial requirements.
RGC’s RG Check accreditation, a program used by both land-based and online gambling operators in Canada and internationally, will serve as a model for the US certification. RG Check accreditation is valid for three years and requires full reassessment for renewal.
“A sustainable online gaming industry must be built on evidence-based best practices, and this partnership with RGC will advance this mission by building a trusted and independent assessment to certify robust responsible gaming standards,” said ROGA Executive Director Dr. Jennifer Shatley. “Our members are committed to long-term progress, and with RGC’s support, this program will serve as a clear signal that the industry is backing that commitment with actions that will allow players to make informed decisions about the platforms they use.”
The Toronto-based RGC brings over four decades of experience in prevention programming, player protection, and research. The organization consults with operators, regulators, and other stakeholders to develop and implement responsible gaming strategies.
“We are proud to work with ROGA in setting a new benchmark for responsible gambling in the online space,” said RGC CEO Sarah McCarthy. “The new certification program will build on years of evidence-based work and experience building RG Check as a trusted standard. By working together, we are creating a more transparent, accountable, and player-focused industry.”
The certification program follows other ROGA initiatives aimed at advancing responsible gaming practices. In May, the association released guidelines for VIP program management, recommending role-specific training for VIP hosts, behavioral reviews, and the integration of responsible gaming messaging in communications with players. The guidelines also advise against targeting promotions to players in cool-off periods.
ROGA and RGC also collaborate with EPIC Global Solutions and Kindbridge Behavioral Health on the “Know Your Play” campaign, which provides US college students with resources on responsible gaming, mental health, and financial literacy.
The certification framework will be finalized in the coming months, after which all ROGA members will be evaluated under the program.
