The Nevada Gaming Commission on Thursday approved two measures: licensing sportsbook operator Boomer’s at Casino Fandango in Carson City and authorizing Flutter Entertainment to conduct a public offering in the state.
Both actions followed recommendations made earlier in the day by the Nevada Gaming Control Board during a special meeting.
Boomer’s, the new company led by seasoned sportsbook executive Joe Asher, received unanimous approval to replace William Hill at Casino Fandango. William Hill had been operating at the site on a month-to-month lease.
Casino Fandango executives gave William Hill two months' notice that they would be ending their contract, even though only one month was required. William Hill then informed Casino Fandango that it would not use the full two months’ notice and would leave by August 31, leaving the property without a sportsbook for the start of the NFL season.
To avoid the gap, Boomer’s requested a special meeting with the Gaming Control Board, allowing the board and the commission to meet on the same day with the goal of receiving approval before kickoff on September 4. Approval was granted on August 21, giving Boomer’s less than two weeks to prepare for an opening on September 1 in Carson City.
The Carson City license adds to Boomer’s operations already approved in Elko, with satellite sportsbooks opened at Ellis Island Casino in Las Vegas and Casino Valle Verde in Henderson. Asher said additional locations are expected to be brought forward in the coming months.
Boomer’s has been offering a promotion of $250 in bonus bets with a $250 deposit. Account signups are increasing rapidly for the sportsbook as a result of this incentive, Asher told officials.
The company also plans to post -105 odds on all straight NFL wagers, differing from the traditional -110 pricing. This means bettors would stake $105 to win $100 instead of $110.
Separately, commissioners authorized Dublin-based Flutter Entertainment Plc., parent company of FanDuel, to conduct a public offering in Nevada.
The approval came after earlier discussions involving Flutter’s contact with KalshiEx LLC, a futures prediction market company. Nevada regulators have stated they believe Kalshi is operating as an unlicensed sportsbook in the state.
In March, the Gaming Control Board issued a cease-and-desist order against Kalshi, which then filed a lawsuit against both the board and the commission. That litigation remains active.
Flutter group finance director Mark Irwin told commissioners it has no plans to engage with Kalshi, but if it does have talks that it would alert Nevada regulators.
