Peru's Ministry of Foreign Trade and Tourism (Mincetur) announced the creation of the Directorate for the Authorization and Registration of Remote Gaming and Remote Sports Betting, as part of the approval of its new Regulations on Organization and Functions (ROF), with a view to modernizing the institution.
This new organizational framework, made official by Supreme Decree No. 004-2025-MINCETUR and replacing the ROF approved in 2002, aims to modernize and strengthen “institutional capacity to provide more efficient service to citizens.”
Likewise, for Mincetur, “it aligns with the State Organization Guidelines and the new legal provisions that assign functions to the industry, such as Law No. 31557, which regulates remote gaming and betting, and Law No. 32392, the New General Tourism Law."
According to the new ROF, the Directorate for the Authorization and Registration of Remote Gaming and Remote Sports Betting is part of the General Directorate of Casino Games and Slot Machines (DGJCMT), headed by Peruvian regulator Yuri Guerra Padilla.

Other structural changes include the creation of the Tourism Investment Directorate, as part of the General Directorate of Tourism Strategy (DGET), and the strengthening of the Foreign Trade and Tourism Investment Implementation Unit (UICET), aimed at improving the efficiency of investment project management.
Mincetur also emphasized that “the fight against corruption has been strengthened and citizen services have been improved through the restructuring of internal administrative bodies.”
This includes the offices of Human Resources, Integrity and Anti-Corruption, Citizen Services and Document Management, and Inter-institutional Coordination and Social Conflict Prevention, all of which report to the General Secretariat.
These adjustments are expected to enable Mincetur to operate with a more modern structure, aligned with current demands in foreign trade and tourism, optimizing its capacity to meet its institutional objectives and provide better services to citizens.
