Michigan issues cease-and-desist orders to four illegal online gambling operators

The Michigan Gaming Control Board (MGCB) has issued cease-and-desist orders to four unlicensed online gambling operators accused of illegally targeting Michigan residents, the agency said Monday.

The affected operators — You Wager, Bet Pop Casino, Wager 7, and Discount Wager — were found to be in violation of multiple state laws, including the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and the Michigan Penal Code, according to the MGCB.

The MGCB stated that offshore gambling sites were accepting wagers on sports and casino-style games without the required state licensing. The enforcement action follows investigations into the sites’ activities within Michigan.

“Illegal gambling operations prey on vulnerable consumers and undermine the integrity of the regulated gaming industry,” said Henry Williams, MGCB Executive Director. “Michigan residents deserve the protections that come with licensed, legal gaming. We will continue to take strong action against those who skirt the law.”

You Wager, an offshore sportsbook licensed in Costa Rica since 1998, accepts U.S. players and is known for high-stakes betting limits, including NFL spread bets up to $10,000.

Bet Pop Casino, owned by First Fidelity Company and operating since 2019, offers a variety of online casino games without holding a Michigan license.

Wager 7 provides both sports betting and online casino offerings, including promotions such as “same-day payouts” and a referral program.

Discount Wager, also owned by First Fidelity and launched in 2020, has drawn regulatory concern for lacking clear terms and conditions and basic player protections.

The MGCB noted that these platforms pose risks to consumers due to the absence of responsible gaming measures, legal recourse, and regulatory oversight.

All four operators have been ordered to cease operations in Michigan within 14 days. Noncompliance may lead to further legal action in coordination with the Michigan Department of Attorney General, the agency said.
