Mr. Duffrin started with the Board in 1989 and in addition to Chief, held the positions of Agent, Senior Agent, Special Agent and Supervisor in the Tax and License Division, Supervisor in the Corporate Securities Division and Executive Secretary for both the Board and the Nevada Gaming Commission.
“I am happy to promote Sally Elloyan into the role of the Chief of the Administration Division,” Chairman Burnett said. Ms. Elloyan started with the Board in 1988 as an Agent in the Investigations Division. She has been with the Board in various capacities, including the Investigation’s Division administrative Supervisor and the Coordinator of Applicant Services, as well as the Executive Secretary for the Board and Commission.
Ms. Elloyan left the Board from 2003 to 2008 and held various other positions in State government including an Executive Branch Auditor for the Division of Internal Audits as well as the Deputy Commissioner for the Division of Insurance. Ms. Elloyan’s experience both inside the agency as well as her work experiences outside the agency, have prepared her well to perform the
duties of the Chief of Administration.

Additional responsibilities include Professional Standards (internal affairs), oversight of the Board’s administrative hearings officers, information technology services and the preparation and oversight of the Commission’s and the Board’s biennial operating budgets and for providing management oversight of the Board’s facilities in six locations; Carson City, Las Vegas (two locations), Elko, Reno and Laughlin.
Chairman Burnett said, “I want to thank Chief Duffrin for his dedication, professionalism and expertise in maintaining and exceeding the gold standard in his performance over the 26 plus years he has been employed with the Board. He has been a great asset to the agency and was relied upon during legislative sessions as well as for taking care of the day to day business of the Board. I wish him the best in his future endeavors.”
