Evans will replace Richard Lopes, who in May announced his retirement amid allegations that a former top executive improperly contacted the regulatory body and gained access to confidential information about investigations.
Evans will take on the vacant role and lead the five-member commission in its duty to licence and regulate the state’s gambling industry, which is estimated to be worth approximately $10 billion (€8.9 billion).
He joins the regulatory body after having served as chief deputy press secretary in the office of State Governor Edmund Brown since 2013.
Prior to his time on Brown’s team, Evans worked as a spokesman for the state’s Business, Transportation and Housing Agency, as well as serving as a consultant in the office of California State Senator Mark DeSaulnier. The position, which requires confirmation from the Senate, pays just under $139,000 per year.
