The Illinois Gaming Board (IGB) approved the renewal of Hard Rock Casino Rockford’s owner’s license during its April meeting, granting a four-year extension reatroactive to January 2026.

The casino, the first opened under Illinois’ 2019 gaming expansion law, launched operations on November 10, 2021, as the state’s 11th casino. It initially operated from a temporary facility before moving to its permanent location in August 2024.

The board also approved a range of licensing and regulatory actions during the meeting, including casino supplier renewals, video gaming licenses, sports wagering approvals, and enforcement actions across sectors.

IGB Administrator Marcus D. Fruchter reminded casino, video gaming, and sports wagering licensees of their obligations under updated advertising and marketing regulations adopted last year.

He also highlighted recent amendments to the Video Gaming Act that restrict certain forms of outdoor advertising at licensed video gaming locations, including movable flags, banners, and temporary signage for 90 days following issuance of a location license.

“The IGB takes the advertising and marketing requirements seriously and expects licensees and applicants to do the same,” he said. “Violations may subject licensees to disciplinary action.”

The board approved and denied multiple applications:

Casino-related approvals included:

  • 2 key persons
  • 2 Level 1 occupational licenses
  • 284 Level 2 occupational licenses
  • 2 casino supplier license renewals

Video gaming actions included:

  • 18 terminal handler applicants approved
  • 60 video gaming location applicants approved
  • 4 terminal operator applicants approved
  • 1 manufacturer license renewal
  • 2 distributor license renewals
  • 17 terminal operator renewals

Denials included:

  • 1 terminal handler applicant
  • 8 video gaming location applicants
  • 2 video gaming location renewals (due to invalid state liquor licenses)

Sports wagering approvals included:

  • Master Sports Wagering License issued to Wind Creek IL LLC, doing business as Wind Creek Chicago Southland Casino
  • 230 Level 2 occupational licenses
  • 1 supplier license

Additional Board actions:

  • Adopted two Administrative Law Judge-recommended decisions
  • Rescinded prior denials of two video gaming location applications

The board’s next regular meeting is scheduled for June 11, 2026. Illinois currently has 17 casinos, 15 active and approved sportsbooks, and nearly 9,000 licensed video gaming establishments.
