Virginia’s sports betting handle reached $798,878,673 in November 2025, a 5% increase from the same month last year, according to a report released by the Virginia Lottery on sports wagering activity submitted by licensed operators.
Between November 1 and November 30, 2025, fourteen mobile operators and three casinos were authorized to accept sports wagers in Virginia. During the month, bettors won a total of $699,673,957, resulting in a combined operator win percentage, or hold, of 12.42 percent.
After accounting for total winnings and other authorized deductions, adjusted gross revenue for the month amounted to $95,299,159.
Other deductions amounted to $3,905,557 across both channels, and no allowable bonuses or promotions were reported.
State law imposes a 15% tax on sports betting activity based on each permit holder’s adjusted gross revenue, which is defined as total wagers minus total winnings and other authorized deductions. Ten operators reported net positive adjusted gross revenue for November, generating total tax payments of $14,274,610.66 for the month.
Of the tax revenue collected, $13,917,745.39, or 97.5%, was allocated to the state’s General Fund. The remaining $356,865.27, representing 2.5%, was directed to the Problem Gambling Treatment and Support Fund administered by the Virginia Department of Behavioral Health and Developmental Services.
