According to the executive summary for Las Vegas Moulin Rouge LLC’s proposal, Phase one and two of the "New Moulin Rouge Hotel & Casino" are projected to cost approximately $400 million each and $800 million would be required for Phase three.
The hotel-casino would be the centerpiece of a comprehensive master plan development that would include a performing arts center, world entertainment complex, mixed-use residential/commercial and retail components, and high-rise condos, KTNV reports.
Phase I would include a 400-room hotel, 25,000-square-foot casino, two restaurants including a buffet, 40,000-square-feet of convention space and a pool-side night club. It would also have a 1,200-seat showroom, a 200-seat jazz center, 2 lounges and a Vegas-style pool with a poolside sportsbook and more than 25,000 square feet of retail and spa facilities.
The new hotel will also feature the historic "Moulin Rogue" neon signs as well as portions of the original casino facade. A 5,000-square-foot historical museum would also be part of Phase I.
Phase II will include additional gaming floor, retail spaces, entertainment venues, restaurants and another hotel tower with 1,000 hotel rooms. It will also include an additional 50,000-square-feet of new convention space and associated parking facilities.
Las Vegas Moulin Rouge LLC plans to acquire adjacent properties that surround the current site for all 3 phrases. Phase III will include mixed-use residential space with street level retail, office space, and a 12,000-seat arena.
The original Moulin Rouge opened on May 24, 1955, and was built for $3.5 million. It was the first integrated hotel-casino in the United States.
The building was added to the National Register of Historic Places in 1992 and became a symbol of the expanding of black civil rights. Since then, the property has been destroyed by numerous fires.
No completion date for the proposed development was given in the executive summary.
