Resorts World Catskills in Monticello, Sullivan County, will be the last of the new upstate casinos to open. Del Lago in the Finger Lakes, Rivers in Schenectady and an expanded Tioga Downs in the Southern Tier all opened within the last year.

The US$ 1.2 billion Resorts World casino, previously called Montreign, has been on track for a March opening. Ochrym said at Monday's Gaming Commission meeting that ancillary decoration is the only construction work left on the outside of the new casino. He said slot machines are being delivered and dealer training schools are underway, with about 200 participants split among three different locations.

The Times Union reported in September that the new casinos, billed as economic engines, were behind on first-year revenue projections. The Associated Press reported last week that the financial struggles continue.

Industry and local officials have said it takes time to see whether a business will be successful in the long term. At the same time, the gambling market upstate and in the Northeast in general is saturated, with the upstate casinos competing with multiple other casinos and racinos.
