The bill sets out plans to increase the top levy per gaming table from 125,000 rubles to to 250,000 rubles ($4,200).
The draft bill would also raise the maximum tax levy on gaming machines in Russia from 7,500 rubles to 15,000 rubles.
In order for the bill to come into law, it must pass a further three readings in the State Duma,
In addition, Russia's President Vladimir Putin must approve and sign off on the bill to enable it to become law.
