Last week, the Armenian government passed a decision which specifies the license procedures for major casinos. Finance Minister Vardan Armyan introduced the bill to the Cabinet.

The Minister pointed out that interested developers will be able to proceed with their plans, as long as they are ready to commit to major investment. However, he explained the following: “If a group of investors bids for a casino, the license will be issued only to one of the participants, with the approval of the other participants in the consortium.”

According to the new law, new land-based casinos can operate only in designated areas of the country: Sevan, Tsakhkadzor, Jermuk and Meghri. Exceptions include investment programs worth over US$ 100 million.

Under its current gambling law, this type of activity can be conducted by licensed owners of gaming halls as well as by iGaming operators. A state-run lottery operator also services local customers.
