According to the measure, the national authority (Caixa Econômica Federal (CEF)) or any other legal institution authorized to operate lotteries in the country must keep all information related to games and their winners for at least five years. The obligation also extends to lottery agencies and licensees.
In addition, the operators are obligated to hold a record of the game or draw mode, the numbers and data of the contest, the date of payment of the prizes, the value of the prizes, the description of the prize in cash- or any kind- and the form of payment.
The law draft will provide the registration of data from the lottery agencies, identification of its legal representatives and the management of the institutions in charge of receiving the bets and the payment agent.
Alvaro Dias pointed out that the goal of the bill is to avoid that the same person could collect 107 prizes, the same day and in seven different lottery forms as it has already happened.
The author of the original bill received well the suggestions of the former Senator Pedro Taques, who modified the text to avoid conflicts with the rules contained in Law 9.613 / 1998.
