Attorney General Leslie Rutledge has rejected the wording of a proposed ballot measure to allow casinos to operate in three Arkansas counties.

Rutledge said in an opinion that the ballot measure submitted by Cal McCastlain, which seeks to amend the state constitution to allow casinos to operate in Boone, Miller and Washington counties, contains ambiguous language and does not adequately summarize the proposed amendment in its title.

The proposal calls for three limited liability companies to run the casinos. It also would create a five-member state Gaming Commission to regulate the casinos and would require the casinos to pay the state an 18 percent tax on gambling proceeds.

The attorney general's certification is required before supporters can begin gathering signatures to place the measure on the November ballot.
