Brazil moved closer to legalizing online gambling within its territory, after an amended version of SB 186/2014 was approved by the Special Committee on National Development last week.

Online gambling will be subject to a rate of 20% gross revenue, twice the sum applied to land-based operators.

The government argues that the reason for the tax increase for online is that land based operators incur greater start-up and maintenance costs, with online gambling operators having a more “significant” profit margin “and therefore higher ability to pay.”

It is still unknown how many online licenses Brazil plans to issue, nor whether there will be specific requirements for international operators to partner with Brazilian entities, although companies will have to establish a local office.
