Springfield City Council pushes Rainy Day Fund

(US).- The City Council meets Monday night and will consider adding nearly USD 11 M to the city's stabilization "rainy day" reserve account. In addition, the council will consider a proposed ordinance filed by council President Michael Fenton that would ban any city councilors or mayor from taking a casino job with MGM Springfield until five years after they leave elective office. As a result, Mayor Domenic J. Sarno has asked the City Council to transfer a portion of the surplus – USD 10.9 M – to the stabilization fund as a cushion for future needs.

If approved, the reserve fund would climb to approximately USD40 million. Any uses of that fund in the future would require approval from the mayor and council.

Timothy J. Plante, in a letter to the council, stated that the surplus resulted from several factors including managing expenses and delaying hiring to fill vacancies, unspent school grant money, additional revenues from motor vehicle, hotel and motel taxes, and reimbursements for disaster recovery and school construction.

Fenton also announced that he is proposing the five-year ban on casino jobs for councilors and mayors leaving office "to subject ourselves to a higher threshold for ethics than any other elected official, commissioner, or public agent of any sort in the commonwealth."

He is also proposing a two-year hold on casino jobs for any city employee deemed a major policymaker.

The matter is open for debate Monday, Fenton said. Some council issues get referred to committee for further review and potential amendments.
