Spain: statement made for gambling regulation at the autonomous level

(Spain).- The Gambling Policy Council gathered last week to assess the streamlining of regulations that have been developed this year by the group for the review of the regulatory framework.

(Spain).- The Gambling Policy Council gathered last week to assess the streamlining of regulations that have been developed this year by the group for the review of the regulatory framework.

Those efforts that corresponds to the cooperation inside the Sectoral Conferences prescribed by article 12 of Law 20/2013, Dec. 9, guaranteeing the unity of the internal market (LGUM), has consist of:

-The elaboration, after the consultation to sectoral associations, of determined rationalization proposals in specific areas of the regulation of traditional gambling, prepared by the members of the Working Group  (in particular the Technical Secretary, holds DGOJ, the Autonomous Communities of Andalusia and Madrid).

Those areas are: conditions of access and exercise regarding the different gambling activities; professional accreditation; conditions for the technical homogenization of type-B machines: technical requirements to support the possible regulation of server-based machines.

-Discussion and assessment of proposals brought forth by the members of the Group.

-The elaboration of a report of conclusions of the whole process, which reflects the concrete proposals which have counted with a favorable majority opinion by the Autonomous Communities.

After the concluding final report, the CPJ has approved a statement on the work conducted, in which it: urges  those authorities responsible to adopt the proposals valued mainly in a positive sense; invites those people to consider the analysis process and the rest of the proposals developed by the Regulatory Work Group,  valuing their incorporation into the legislative system; it also urges to continue to deepen in conjunction with the rationalization exercise of the norm of the different authorities in charge.

In regards to the findings in the final report,  the CPJ has approved a statement on the work, in which it: urges the responsible authorities to adopt the proposals evaluated mostly in a positive light;  invites people to consider the analysis process and other proposals developed by the Regulatory Working Group, in order to assess the incorporation of these proposals into its legal system; also urges to together  further exercising streamline regulation of the various authorities responsible.
