Delaware issues iGaming request for proposal

(US).- Six months after passing legislation that legalised intra-state online gambling, the small eastern American state of Delaware has issued a request for proposal for the implementation of an Internet gaming system and associated services solution.

Released on behalf of the Delaware State Lottery, the request for proposal is inviting interested parties to submit bids for the provision as a primary vendor of a back-end technology platform alongside operations manager services.


The request for proposal is also asking for tenders regarding the provision to any new intra-state online gambling service as a non-primary vendor of games including keno, poker and bingo, identity verification, hosting, geo-location and e-wallet packages.


 “The Delaware State Lottery is issuing this request for proposal to invite interested vendors to submit proposals for the implementation of an Internet gaming system and services solution, which is a turnkey offering inclusive of a back-end technology platform, operations management and support services as well as an array of game content from multiple vendors to offer casino table games, video lottery games, poker, bingo and keno,” read a statement from the Delaware State Lottery.


“The solution may at some point in the future integrate with the Delaware State Lottery’s future Internet lottery system and Internet sports wagering system, which does not currently exist and is not included in this request for proposal.”


To be in the running, the request for proposal states that potential vendors must have been in business with at least one private or government client for a minimum of one year and operated real-money games in regulated European or North American markets.Primary vendor applicants are required to have been operating in a regulated market for two years as well as having offered at least 30 games or game variants for at least a year.


Oral presentations from potential vendors will be heard by the Delaware State Lottery between 1 and 12 April 2013. The state hopes to begin offering Internet gaming no later than 30 September 2013.
