Bwin license revoked in Misiones, Argentina

(Argentina).- The Provincial Institute of Lottery and Casinos of Misiones (IPLyC) informed in a press release last week that, due to “breach of contract” it revoked “the license granted for the operation of Internet pages to the companies Bwin Argentina S.A. and Mil Jugadas SRL”.

IPLyC, headed by Eduardo Torres, added that “with the annullment of the license, every activity that is not authorized by the Institute will be considered illegal gaming in the Province of Misiones”.

“With the aim to protect consumers and responsible gaming, this entity said that, with the annullment of the license, every activity that is not authorized by the Institute will be considered illegal gaming in Misiones. The IPLyC SE logo continues appearing on the webpages despite there is a legal order to be withdrawn. As a consequence, the player that gambles in these pages thinking that he is supported by IPLyC SE must know that he is gambling ilegally.”

It was known that companies had to have a “mirror” of all the plays made in a IPLyC server to control the amounts bet, but none of both complied with that requirement. They were asked to comply with the contracts, but, as they did not do so, the license was revoked. “It could not be specified the number of bets or to which game did they do to, and even the data went directly to their central”, said sources of IPLyC. This way, they managed to avoid the corresponding fee, on top of evading taxes.

Bwin Argentina was authorized by the license granted by the Institute of Misiones. That license, pointed sources of the National Lottery, means that it is allowed to operate just in that province, but in Internet, they are allowed to bet from any region.

“People that reap potatoes in one province does not have to ask for permission to sell them in another place,” commented Armando Andrés Wasserman, former president of Bwin Argentina. Betandwin operates under Bwin name.

MilJugadas operated its site under the license granted by Misiones, “improving remote gaming and betting contracts, between the gambler and the company”. The firm assures that “acts with total responsibility and as long as the games and bets are made in Misiones” and did not acknowledge alegations from other jurisdictions.

“The company did not comply; the only province that has licenses for Internet games is Misiones. And today, the fact that online communication technology is not recognized for this kind of games make many players be able to gamble without having the corresponding social responsibility. That bettors have the proper age, that they have the security of receiving the jackpots won and basically that the state receives taxes for the bets,” declared Torres.

“In the tenders and permisson granted, every bet must have a mirror inside the Institute; but what was replicated wasn’t clear, was not well understood, the numbers did not adjust, there were chances that some bets go directly to the European central and do not pass by our mirror. They were given the necessary time to bring explanations and, as they have not given satisfactory answers, the tender was withdrawn”.
