GLI holds most successful Latin American regulators roundtable to date

(Argentina).- Gaming Laboratories International welcomed 58 regulators from 22 jurisdictions from across Latin American and the Caribbean completing its most successful Latin American Regulators Roundtable to date.

The production was staged by GLI’s exclusive training program, GLI University on 8 November at the Salón Jacarandá y Ombú del Loi Suites Recoleta Hotel in Ciudad Autónoma de Buenos Aires, Argentina. The day-long event was filled with today’s most relevant gaming-related topics presented by the region’s foremost experts.

“GLI has proven our leadership once again, by bringing together such a wide range of regulators from Latin America and the Caribbean to discuss today’s most important issues,” said GLI Latin America/Caribbean Development Manager and event producer Karen Sierra-Hughes. “We are very grateful to our speakers and to our attendees, whose participation shows a great deal of concern to continue to prepare to allow new technologies and to allow the progress of the industry in a highly regulated environment.”

The roundtable began with the topic, “Establishing A Strong Regulatory Process: Where To Start and Where to Expand.” Lic. Francisco Nolla, Latin America and Caribbean Associate with Spectrum Gaming, and Dr. Hernán Najenson, Advisor of the President of the Lottery of the Province of Buenos Aires discussed with attendees regulatory requirements, including background investigations, anti-money laundering controls, and establishing and implementing a minimum internal control standard.

Next, Superintendent of Casinos of Chile Ing. Francisco Leiva, Entre Rios Lottery and Gaming Regulator, Argentina Cdr. Silvio Vivas and GLI Senior Director Global Client Services Ian Hughes presented the panel, “Policy Meets New Technology: How Regulators Prepare for these Challenges,” bringing expert insight as to how regulators can work as policy-makers to ensure new technologies are well regulated.

The afternoon began with the discussion, “How Do Your Rules, Laws & Technical Standards Stand Up to Today’s and Future Technologies.” Hughes and GLI South America Technical Coordinator Ing. German Vodopivec performed a structured analysis of the standards that apply to technologies such as sever-based gaming, server-supported gaming, betting systems and video lotteries as well as the tools that allow control and supervised operation, and the on-site verification of these games.

Then, General Manager of Argentina’s Chaco Province Lottery Dra. Silvia Beatriz Navarro, Director of Systems for Lottery of the Province of Buenos Aires Ing. Andrés Cilley, and Central Administrator of Internal Revenue for SAT México Lic. Jorge Estrella Castillo presented the topic, “Monitoring and Control Systems: The Regulator´s Experience,” where these experts shared their experiences relating to the process of analysis, regulation and implementation of these systems.

Later, GLI’s new Lottery Director Gregory Doucette led the discussion, “Lottery Expansion: How Lottery Agencies Have Benefited from New Technology that Allows Them to Expand Their Products in a Secure and Controlled Manner.”

The roundtable concluded with the panel, “The Impact of Illegal Gaming on the Gaming and Lottery Industries.” Panama National Lottery Director Lic. José Pablo Ramos, Vice Ministry of the Treasury of the Dominican Republic Dr. Julio Aníbal Fernández, and President of Argentina’s Chaco Province Lottery Dr. Daniel Pascual discussed how illegal gaming affects the social and economics of the industry and what has been their individual experience in eradicating illegal gaming.
