Governor John Kasich announced late last week that his proposal would see the Ohio Lottery Commission allow each of the state’s seven horseracing permit holders to apply for a ten-year sales agent licence to operate a VLT facility.

In exchange, the Republican’s proposal would see permit holders pay an up-front application fee of ten million dollars followed by us$ 15 million at the onset of VLT sales and us$ 25 million one year later.

In addition, sales agents would be required to invest at least us$ 150 million in facilities including machines while a maximum credit of us$ 25 million would be placed on existing services and land.

Finally, agents’ maximum sales commission would be set at 66.5 percent with the remainder going to the state’s general fund while they would be required to open their facilities within three years of gaining approval.

There are conflicting reports as to whether any new legislation would be required in order to put Kasich’s plans into action with the man himself stating that his advisors ‘don’t think’ additional measures would be needed.
