Sources said explanatory meetings on the planned referendum are expected to be held in June and that the referendum process should be completed before November.
According to the sources, the county government hopes to revive the local economy through the gaming industry. It will then seek central government financing for public infrastructure projects, such as an international standard airport.
The aim is to help Matsu keep pace with Hong Kong and Macao and become a vibrant transit point in the Southeast Asian region, sources said.
In the first stage of the CIER plan, the institution will select two locations in the county suitable for the development of large-scale tourism resorts. It will then begin a feasibility study on building casinos at the resorts, while conducting thorough research on professional training and social impact.
The referendum will be held after researchers have identified potential problems and solutions, according to CIER.
The county government, meanwhile, said everything is still in the planning stages and it will announce the referendum at the appropriate time.
