The investigation is expected to determine whether Sazka's lottery license should be removed.
"I ordered that a supervisor goes to Sazka. On the basis of its conclusions we will decide about further matters," Kalousek said.
Kalousek said it was preliminary to say whether Sazka would lose its license.
Sazka said earlier this week it wanted to ask the ministry to suspend its lottery activity after it failed to pay out a record US$ 103 million crown jackpot due to the lack of liquidity and until it gets a pre-negotiated loan.
But its bankruptcy receiver rejected the plan, saying it would significantly reduce the betting company's value. Sazka accumulated its debt due to investment in a new sports arena a decade ago.
It failed to pay a 4 million euro principal on its 9 % coupon bond maturing in 2021 on schedule in January, prompting a ratings downgrade, although it later made the payment.
