The president believes that sine the illegal gambling operations are not considered to be a major offense, that operators are not worried about the consequences if they are caught.
Currently, running these businesses is only an administrative offense.
Russia is considering the crackdown at a time when many countries are expanding their legal casino industries, both land-based and online.
