Multimillion-dollar casino plans debated in Birmingham

The mixed-use scheme design, which also includes a car showroom and office space, will go before councillors for outline planning approval this week.

The 134 square meters development spans 49-51 Holloway Head, Blucher Street, Gough Street and Ellis Street in the city centre.

Property investment company Panther Securities, based in Hertfordshire, has submitted the plans to the council. The scheme, which comprises two tower blocks of between seven and 12 storeys, has been recommended for approval by planning officers.

Alongside plans for 303 apartments are designs for 3 square meters car showroom and a 5 square meters casino. The development also includes a restaurant and café, a 133-bedroom hotel and 31 meters of office space.

The plans also include a provision for 500 car parking spaces. Of these, 303 would be available for residential use, while 140 would be used by the office development.

According to the council report, Panther Securities estimates that 221 jobs would be created in Birmingham as a result of the proposal. The company said about US$ 15 million would be generated every year from the development.

The site would be divided into two distinct plots, said the developer. The building scale and mass would be stepped in height towards Holloway Head, with maximum heights of seven storeys fronting Gough Street and Blucher Street. No more than nine storeys would front Ellis Street and Brownsea Drive, and a maximum of 12 storeys fronting Holloway Head.

Currently, the land is occupied by a pay-and-display car park and three vacant commercial buildings. Another building which forms part of the site is Trefoil House – a two-storey red brick building fronting the entire length of Brownsea Drive. It is currently as the headquarters of the Girl Guides, but provisions have been made to relocate the organisation into the new mixed-use scheme.
