Regulators in Florida have begun legislation to develop casinos in the state but forward momentum on the issue has met opposition.

Miami's South Beach has been seen as the ideal location for Las Vegas Sands or other casino operators to develop, but Miami-Dade officials have resisted movement on the issue, leaving Fort Lauderdale as the leading location for expansion of gambling.

Florida governor Rick Scott has reportedly met with Las Vegas Sands CEO Sheldon Adelson since taking the job in November.
