The big difference this year is that New Jersey lawmakers are preparing radical surgery for their ailing patient. Governor Chris Christie's Atlantic City rescue plan is making its way through the legislature, with key votes scheduled for Monday afternoon.

It includes a state-run tourism district in the casino zone, and less regulation for the gambling halls.
