Any other form of online gambling would become explicitly illegal in California and players would face up to a year in jail for illegal gambling. The legislation in California could find itself overruled by the Reid Bill, as it would be one of the 15 states that is automatically opted in to the federal legislation.
The California bill is backed by the San Manuel Band of Mission Indians and the Morongo Band of Mission Indians, which operate casinos and cardrooms on tribal lands in the state. There are concerns by rival cardrooms that the proposed legislation is too restrictive and could lead to an effective monopoly by the tribal groups behind the bill.
An alternative bill was previously introduced by Senator Roderick Wright that would allow companies from outside California to operate licensed online rooms, but failed after Wright was indicted on fraud charges.
