Summey wants to bring boats that would sail out into international waters, where state laws prohibiting gambling on cards, dice and other games don't apply. A casino boat currently sails from Little River north of Myrtle Beach.
Preliminary estimates from North Charleston say the boat could bring the city us$ 500,000 to us$ 1.5 million a year. But gambling experts warn an explosion of betting options mean casinos aren't the cash cows they once were.
